Syria considers the scientific  research  very important, and it  makes substantial efforts to activate its routes in that direction and has achieved a pioneering position when it created the high organization of the scientific research in 17 Aug. 2005 according to the judicial decree No. 68, which determine its objectives in the following:

1. To draw the comprehensive national policy for the scientific research and the technical development strategy in a manner that fulfill the economic and social sustainable development.
2. To coordinate between the scientific organizations in all levels and all areas.
3. To support the scientific research organizations in fulfilling its objectives in all fields, specially strengthening the budget of scientific research and all the scientific research orgs. relative to its role in the field of scientific research.
4. To strengthen the relationship and the mechanism channels between scientific orgs. And the productive public and privative sectors which demand and seek to exploit the scientific research, in order to contribute in its financing, marketing and connection to the current and future development needs.

- HH the president, Basha Al-Asad had issued the judicial decree No. 49 for the year 2009 which calls for the establishing of the scientific research and the technical development of high education fund. The aim is for financing the projects and scientific programs, support of using the science, scientific research and knowledge to develop the technology and collaboration with local Arab orgs. and International orgs. in the field of the scientific research and the technical development.
